Current Regulations for Non-EU Real Estate Buyers in Cyprus

Non-EU citizens looking to purchase property in Cyprus must adhere to specific legal restrictions to maintain balance in the real estate market and safeguard local ownership opportunities. These regulations impose various limitations on foreign buyers' acquisition and use of real estate.

The key provisions include:

  1. Permissible Property Ownership: Non-EU individuals are permitted to acquire up to two properties, which may consist of:
    • Two residential units (e.g., houses or apartments), or
    • One residential unit and one commercial property, subject to specific size limitations (e.g., a shop not exceeding 100 square meters or an office up to 250 square meters).
  2. Land Acquisition Limits: Non-EU buyers may purchase land not exceeding 4,014 square meters, provided that the plot is intended for constructing a residence for personal use.
  3. Mandatory Government Approval: Any real estate acquisition by a non-EU citizen requires prior authorization from the Council of Ministers. This process entails submitting an application that outlines the intended purpose of the purchase.
  4. Restrictions on Large-Scale Investments: Acquiring extensive land areas, agricultural plots, or multiple commercial units requires additional approvals and justifications.
